KUALA LUMPUR: The government will consider privatisation procurement methods, such as the build-lease-maintain-transfer method or land swaps, to achieve a majority of the goals under the Defence Ministry's Housing Blueprint 3.0 (BP 3.0).

Prime Minister Datuk Seri Ismail Sabri Yaakob said the BP 3.0 was a holistic housing agenda to improve the welfare of members of the armed forces, including veterans, and members of the public who support the aspirations of Keluarga Malaysia.

Speaking at the launch of the blueprint today, he said the blueprint was in line with Keluarga Malaysia aspirations in ensuring that the Defence Ministry's Housing Agenda 2022-2030 would be implemented smoothly.

"Owning a home is everyone's dream. For those with families, they want a home that is comfortable and conducive to grow their family.

"This (blueprint) can guarantee housing for defence personnel who have contributed to protecting the country's sovereignty and who have sacrificed a lot to protect the safety of Keluarga Malaysia."

Ismail Sabri highlighted some of the ministry's housing initiatives, such as the Rumah Keluarga Malaysia Angkatan Tentera (RKMAT) and Satu Rumah Satu Anggota (Sasar) programmes.

He also mentioned the affordable housing schemes under the Housing and Local Government Ministry, as well as initiatives to repair and construct veterans' homes.

He said the construction of 552 RKMAT units was expected to be completed soon and the homes would be occupied by the middle and end of the year, with a another 1,474 RKMAT homes undergoing maintenance.

"This does not include the construction of affordable homes under Sasar and the veterans' housing initiative.

"As a continuation of BP 1.0 and BP 2.0, BP 3.0 will focus on the construction of 12,733 RKMAT homes in five phases between 2023 and 2030."

Ismail Sabri said, under the maintenance and upgrading programme, 80 per cent of the existing 7,292 RKMAT homes would be upgraded, including renovation to combine two units into one, and old furniture would be replaced with new ones.

"More homes will undergo maintenance. For every new unit built, four units will be upgraded.

"I was told that the target is to repair and rebuild 100 veterans' homes this year."

Ismail Sabri said five RKMAT housing projects had been approved under the 12th Malaysia Plan, a testimony to the government's commitment to making the Defence Ministry's housing agenda a priority in the country's development plans.

He said since Jan 1, four RKMAT projects had been completed, including the one at Kem Segamat in Johor, while the projects at Kem Oran in Perlis, Kem Pakit and Kem Sri Miri in Sarawak and Kem Tok Jalai in Kedah would be occupied in the near future.

He said all these RMKAT projects involve 672 units of homes in different classes.

"BP 3.0 is the ministry's long-term housing project that prioritises the welfare of its personnel.

"The planning is quite large and extensive, which not only demands a high level of commitment, but also requires close cooperation from all parties involved.

"Its aim is to ensure more RKMAT projects are built and maintained. With more affordable homes available, more armed forces veterans will get new homes. Those who already have homes will see improvements."

Present at the launch of the blueprint were Senior Defence Minister Datuk Seri Hishammuddin Hussein and Army chief General Tan Sri Zamrose Mohd Zaid.
