KUALA LUMPUR: The Road Transport Department (RTD) has confirmed that the three officers who stopped an express bus driver in a viral video are their undercover enforcement officers.

In a statement, it said enforcement officers were allowed not to wear uniforms or vests for undercover purposes during operations but must present their enforcement card in accordance with Section 123 (1) of the Road Transport Act 1987 (Act 333).

Following the verbal altercation in the viral video between one of its officers and an express bus driver who claimed that he was stopped by the officers without reason and not in uniform, both parties had lodged a police report, RTD said.

"The RTD takes note of a viral video regarding three RTD enforcement officers not wearing uniforms or vests during an operation. The department wishes to confirm that all three are indeed RTD enforcement officers.

"The department has been conducting the Special Hari Raya Aidil Fitri (HRA) 2024 Operation from April 1 until April 20 to ensure road user safety, especially for express bus passengers.

"Throughout the operation, various methods have been employed, including roadblock inspections, bus driver inspections at bus terminals before departure, monitoring accident-prone locations including the use of drone technology, undercover operations as express bus passengers, incognito operations using unmarked vehicles, and acting on complaints and information from the public via the MyJPJ e-Complaint system.

"In the viral video, three JPJ enforcement officers without uniforms or vests are seen conducting an inspection and stopping a passenger bus during a special operation on April 16, at approximately 12.10 pm on the North-South expressway towards Nilai using undercover methods," it said.

It added that all parties were advised not to speculate on the matter and to allow the police to conduct a full investigation.
