KUALA LUMPUR: The National Anti-Corruption Strategy (NACS) 2024–2028 will be presented in the Dewan Rakyat tomorrow.
During the prime minister's question time in Dewan Rakyat today, Prime Minister Datuk Seri Anwar Ibrahim described it as an enhancement and continuation of the National Anti-Corruption Plan (NACP) 2019-2023.
"This is a continuation from before, but it is now strengthened with more specific policies and implementation strategies.
"For example, enforcement issues have been highlighted, and in this anti-corruption strategy, several areas are emphasised; five core strategies with sub-strategies, including enforcement strategies that involve education, public accountability, public participation, and incentives for combating corruption," he said.
Anwar said this in response to Datuk Awang Hashim (PN-Pendang) who enquired about the government's focus on preventing corruption, improving governance, and enhancing the integrity of public service administration and government-linked companies, in line with the National Anti-Corruption Strategy (NACS) 2024-2028.
Awang also asked about the implementation of institutional reforms to ensure that the MACC functions fairly, transparently, and independently from executive interference.
Anwar assured that the MACC would continue to monitor all roles, including existing committees such as the Special Committee on Corruption (SCC), represented by members of parliament.
He said that there were currently three members from the backbenchers and two from the opposition.
To demonstrate the government's commitment, Anwar said that the MACC had issued Guidelines on the Handling Support by Administrative Members in Government Affairs.
"During my visit to Tambun yesterday, I received numerous letters on various matters.
"Previously, it was completely prohibited to note anything, but now, in the regulations, it is allowed to provide references to the Chief Secretary to the Government and ministers but cannot express support... (just write) please pay attention, examine and consider.
"That is written in the Guideline on the Handling Support by Administrative Members in Government Affairs. This prevents senior officials or ministers from misusing their authority by expressing support when there are processes that must be adhered to," he said.
In May, Anwar launched the National Anti-Corruption Strategy (NACS) 2024-2028, which emphasises the effectiveness of anti-graft efforts to improve governance and integrity in public service administration.
NACS outlines five core strategies to prevent corrupt practices in the country, continuing the efforts of the National Anti-Corruption Plan (NACP) 2019-2023.
The five key strategies are education, public accountability, voice, enforcement, and incentives, with 60 sub-strategies to be implemented over five years, encompassing politicians, public administration, government procurement, law enforcement, legal and judicial institutions, the private sector, and the public.
