MELAKA: The Auditor General's (AG) Report for the Financial Statements of the Melaka State Government and State Agencies as well as Compliance Audit for Melaka State Agencies Departments 2022 revealed that the Melaka Veterinary Services Department (DSV) had received vacine medication supply and genetic boosting programmes without checks on quality, quantity and medicine specification.

Based on the report issued today (November 27), the audit revealed that the medicine supply were 108 types of medicine stocks worth RM201,785 – RM195,883 for Disease Control and RM5,902 for Beef Cattle Genetic Boosting Programme.

"Payments for the entire supply were made between July and September last year with confirmation of receipt made by the Receiving Officer based on the Goverment Order signed by the Assistant Veterinary Officer Grade G36 and G32.

"The audit also found weaknesses in payment acknowledgments for medicine supply stocks at the department totalling RM201,785 with acknoweldgements made without checking quantity, quality or medicine specification," the report said.

The report also revealed that a visit to the department headquarters' store found hat the products received between July and September last year were still in their original packaging and not examined in terms of quantity received, expiry date and damage.

"The original packages were still unopened since being received by the department while audit was conducted and based on the labels on the packages, the stocks were still in their use-by date and will only expire between July next year and September 2025. The number of units were unable to be confirmed as there was not checks done by the department.

"The matter occurred due to constraints faced by the Stock Officer who was also carrying out the duties as the department's Assistant Veterinary Officer," the report said.

Such unorganised payments for medicine stock could have a negative impact and cause losses for the department, the report stated and recommended that payments be managed well, with checks, counts of supplies received conducted before any shipment received is acknowledged by the Receiving Officer. — BERNAMA
