KOTA BARU: Kelantan is unable to transition from Phase Three to Phase Four of the National Recovery Plan (NRP) as its Covid-19 infectivity rate (Rt) and new daily cases are still high.
State Local Government, Health and Housing Committee chairman Dr Izani Husin said the two factors have been identified as among reasons that Kelantan has been stuck in terms of its NRP phase.
"I have already discussed this with the state Health Department to find the best solution for the problem. But our findings showed that we could not move to Phase Four due to the locals' attitude.
"They have no discipline in practising the new norm," he told reporters after handing over 400 units of Rapid Antigen test kits to General Operations Force (GOF) Seventh Battalion at his office today.
Receiving the donation was the battalion's assistant commander, Deputy Superintendent Ku Majidin Che Ku Jusoh.
Dr Izani said Kelantan, however, has fulfilled other indicators such as vaccination and low intensive care unit (ICU) utilisation rates.
"Our vaccination rate is about 90 per cent of the 1.1 million adult population in the state, which is good, but our daily cases and infection rates are still high."
Dr Izani said he hoped the public would cooperate with state authorities to help reduce the rate of infections and daily cases.
The number of new Covid-19 cases with serious symptoms would be used as a new indicator for the transition into phases three and four of the NRP.
NRP coordinating minister Tengku Datuk Seri Zafrul Abdul Aziz had said this would replace the Covid-19 new cases indicator, using as proxy new hospital admission cases for Covid-19 adapted for categories three, four and five.
