KUALA LUMPUR:RESIDENTS of Pantai Panorama Condominium are seeking the help of the Commissioner of Buildings (COB) to settle their dispute with the management council.

They are requesting COB (under City Hall's Property Management and Valuation Department) to step in and take control of the condominium's lift upgrade project.

A resident, who wanted to be known only as Ng, said he had written to the COB to appoint a managing agent to take over the condominium management council to prevent it from spending RM1.5 million without a proper open tender process.

"We want the COB to conduct an investigation into the matter and check whether any owner was using proxies to manipulate the results of the extraordinary general meeting (EGM) held in March.

"During our last annual general meeting (AGM) on Sept 21 last year, the council had approved a budget from the existing sinking fund and the management fund for the modernisation of all 13 lifts in five blocks.

"This is to enable the management council to hold an EGM to get the approval from unit owners in awarding the project to a contractor through an open tender process."

Ng, however, said there was no open tender carried out for the project, only invitations by the council.

"During the EGM, many condominium owners were not satisfied with this and asked that the council engage a professional engineer to conduct an inspection on our lifts and to provide all owners with a detailed report."

He said the report can be used by a professional quantity surveyor to prepare the specifications and bills of quantities to call for an open tender.

"There is something wrong as the difference in these quotations are too much."

He said a company quoted RM1.3 million which was later revised to RM998,000, which is a reduction of 24 per cent, while another quoted RM1.6 million and this was revised to RM1.5 million with complimentary items worth RM390,000.

A third company quoted RM1.3 million at a later stage and then revised the price to RM845,000.

"Despite the vast discrepancies, the second company was selected although their price was 50 per cent higher than the price quoted by the first company."

Pantai Panorama Management Council building manager Tee Soon Hin denied these allegations.

"We have discussed the issue with the residents and have explained the matter to the COB," said Tee.
