KUALA LUMPUR: The government will establish a Public Private Partnership (PPP) 3.0 model as a specific way to fund infrastructure projects under the 12th Malaysia Plan (12MP).

Prime Minister Datuk Seri Ismail Sabri Yaakob said such a financing module which utilises the Request for Proposal (RFP) approach will not involve a financial commitment from the government.

The implementation of projects will be based on this new financing module, he said, and is expected to be announced in the middle of next year.

"A special PPP committee chaired by the Chief Secretary to the Government will be formed to enable project negotiation through the PPP approach be concluded within the period of one year," he said while tabling the 12MP today in the Dewan Rakyat.

Ismail Sabri also provided updates on the ongoing infrastructure and basic utility development projects involving roads, rail, water, and electricity supply.

These projects, he said, will stimulate the economy, bridge the development gap among the nation's regions, subsequently improving the people's wellbeing.

Among the projects is the first phase of the Klang Valley double track project between Rawang and Salak Selatan, which is expected to be completed by next year.

The electrified double track project from Gemas to Johor Baru, which is the last leg under the Padang Besar (Perlis) - Johor Baru (Johor) electrified double track project, is scheduled to be completed in 2023.

He said the East Coast Rail Link (ECRL) has been continued and is expected to be completed in 2026.

"Construction of the Rapid Transit System project linking the Bukit Chagar station in Johor Baru and the North Woodlands station in Singapore is expected to begin by the end of this year," he said.

As for the West Coast Highway linking Selangor and Perak, Ismail Sabri said the project is expected to be completed in 2024.

"The Central Spine Road project from Bentong in Pahang to Kuala Krai in Kelantan is scheduled to be completed in 2025.

"Meanwhile, the Kota Baru to Kuala Krai Highway is scheduled to be completed in 2025," he said.
