ALOR STAR: Police have opened an investigation paper on a leaked video allegedly showing a local authority personnel acting in a cruel manner during enforcement exercises against stray dogs.

Kedah Police Chief, Datuk Kamarul Zaman Mamat said the incident involved the culling and disposal of stray dogs at Taman Tiram in Kulim by the Kulim Municipal Council (MPKK).

He said the video of the incident had already gone viral on social media platforms and Kedah police received two reports on the incident stating dissatisfaction against MPKK's action which is considered to be inhumane.

"An investigation paper has been opened under Section 428 of the Penal Code for committing mischief killing, poisoning, maiming, or rendering useless, any animal or animals, which upon conviction can result in imprisonment of up to three years or a fine or both.

"Detailed investigations are still underway to identify the by-laws and standard operating procedures (SOP) used in actions pertaining to the disposal of stray animals," he said in a statement.

Kamarul advised the public not to speculate or share the video
