KUALA LUMPUR: The implementation of the Conditional Movement Control Order (CMCO) within the Klang Valley is necessary in order to prevent Covid-19 from spreading throughout the country.

Speaking at a press conference today, Health director-general Tan Sri Dr Noor Hisham Abdullah said although the Klang Valley has been recording less than 100 new daily cases in each district, the numbers have nevertheless been consistent.

"Although the cases number less than 100, it has remained consistent and is scattered into other areas.

"With the exception of Sabak Bernam, it has spread to all districts. We cannot afford to wait until the yellow zones turn into red zones before implementing the CMCO," he said when asked why the CMCO was being implemented.

The government today announced that Selangor, Kuala Lumpur and Putrajaya will be placed under the CMCO effective Wednesday, following a steady spike in new cases.

Sabah will also be placed under a state-wide CMCO beginning midnight today.

Dr Noor Hisham said if the infection chain has spread to all other districts, with scattered recordings of new cases, it would mean that the virus cannot be curbed.

The best way to address this, he said, was to implement the CMCO.

"We can no longer just look into the number of cases recorded but also the spread of infection in other areas.

"The Targeted Enhanced Movement Control Order (TEMCO) can be implemented if there are one or two cases focused in one area.

"But because it is spread out, it is difficult to curb the spread of infection. Controlling the district borders would also not be easy," he said.

Dr Noor Hisham said the CMCO was a proactive and effective measure taken in order to safeguard public health.
