THE Malaysian Administrative Modernisation and Management Planning Unit (MAMPU) has been working together with the Prime Minister's Department to modernise and reform the public sector, through the latest Information and Communications Technology (ICT) services.
Their goal is to ensure that government services adapt to the Industrial Revolution 4.0, in line with the Malaysian Digital Economy Blueprint (MyDIGITAL).
In 2010, MAMPU developed the Public Sector Data Centre (PDSA), a government-shared service programme that combines data centres and disaster recovery for government entities.
Through the PSDA, MAMPU intends to standardise ICT infrastructure, optimise resource utilisation, improve service quality and security as well as save government expenditures.
One of MAMPU's services includes MyGovCloud@PSDA, which centrally handles cloud hosting services for government agencies.
Infrastructure as a Service (IaaS), Platform as a Service (PaaS) and Software as a Service (SaaS) are the main services available on this private cloud service.
Additionally, backup, restoration, disaster recovery centres, technical consulting services, network availability and security monitoring are all support services available on MyGovCloud@PDSA.
A high-capacity Data Dense Wavelength Division Multiplexing (DWDM) line connects the four MyGovCloud@PDSA facilities and an exclusive Managed Internet Gateway known as MyGov*Net.
MyGovCloud@PDSA is maintained and operated by experienced and professionally certified ICT staff, who adhere to information security management system standards.
The MyGovCloud@PDSA infrastructure is equipped with cutting-edge ICT network equipment, security, hardware and software, ensuring a high degree of service availability under the Service Level Agreement (SLA).
DECADE-LONG EXPERIENCE
For nearly a decade, MyGovCloud@PDSA has provided cloud computing services to 204 government agencies.
Involving over 860 public sector critical application systems, MyGovCloud@PDSA has developed cloud computing platforms for federal agencies, federal and state statutory authorities, state governments and local authorities, as well as public institutions of higher learning.
Besides that, MAMPU has taken another step forward with the Government Hybrid Cloud.
This infrastructure involves a strategic collaboration between MyGovCloud@PDSA and four commercial Cloud Service Provider (CSP) Panels, namely Microsoft, Google, TM and Amazon Web Services (AWS).
This collaboration follows the declaration made by Muhyiddin Yassin, Malaysia's former Prime Minister, at the introduction of MyDIGITAL on February 19, 2021, which aims to optimise government resources through digitalisation and cloud computing.
The Government Hybrid Cloud will allow public sector agencies to take advantage of emerging technologies such as data analytics, artificial intelligence (AI), blockchain, the internet of things (IoT) and virtual or augmented reality (VR/AR).
This service will be available in the first quarter of 2022, and is part of the government's move to help Malaysia achieve the Vision of Shared Prosperity 2030, in line with the United Nations Sustainable Development Goals (SDGs), namely Industry, Innovation and Infrastructure.
The government is expected to benefit from bulk discount savings from the CSP due to the installation of the Government Hybrid Cloud service, based on the number of public sector agency subscriptions.
In addition, public sector agencies can also enjoy various other benefits such as training, certification courses and technology transfer to strengthen human resource skills and internal expertise.
The Public Administration Development Circular (PKPA) No. 1 of 2021 dated June 10, 2021 on Public Sector Cloud Computing Services, explains the importance of using cloud computing to implement all ICT projects of public sector agencies, especially those involving critical government applications as shown in Figure 2.
Furthermore, cloud procurement procedures will be tightened to improve the efficiency of procurement management for public sector ICT projects.
In conclusion, the MyGovCloud@PDSA and Government Hybrid Cloud are strategies towards achieving sustainable government services based on digital technology innovation to realise the targets outlined in MyDIGITAL and further meet the country's 2030 Shared Prosperity Vision.
